Developing regional creative economy actors involves many parties with differing authority, yet the process is commonly managed through separate documents, so that business profile validity, mentoring records, and certification outcomes are difficult to trace. Certificates of completion are even issued in printed form whose authenticity cannot be checked by third parties. This study aims to design and build a web-based creative economy information system that unites business actors, mentors, training institutions, verifiers, communities, administrators, and the public within a single workflow governed by layered access control. Development followed the prototyping method through five stages, namely requirement gathering, quick design, prototype construction, user evaluation, and refinement. The design was modelled in the Unified Modeling Language through use case, class, activity, and two sequence diagrams. The system was implemented using Laravel 12 on PHP 8.2 with a Model-View-Controller architecture, Blade as the templating engine, and MySQL as the database, then tested functionally using the black box method. The result is an operational system with seven user roles and three principal design decisions. First, access control is enforced in two layers through a role-restricting middleware and a module-restricting middleware, so that authority can still be differentiated among users sharing the same role. Second, dashboard menus are stored as data, allowing per-role navigation to change without redeployment. Third, quality assurance rests on three separate verification points, namely business profile verification by a verifier, assessment scoring by a training institution, and public validation of issued certificates through QR code scanning, so that training outcomes can be validated without contacting the issuer.
