Transcending automation: Human agency in AI-assisted public health podcast production at local radio

Abstract


Public health communication in local media is increasingly shaped by digital technologies, including artificial intelligence (AI). Yet less is known about how AI is used in the everyday production of health-related content, particularly in local broadcasting. This study explores how AI was incorporated into public health podcast production at Radio Kepulauan Seribu (RKS) in Jakarta, Indonesia. An interpretivist qualitative approach was used through a single embedded case study. Data came from in-depth interviews, participatory observation, and document analysis involving 11 participants, including broadcasters, radio operators, public service personnel, and listeners. The analysis showed that AI was used mainly during content preparation. At RKS, NotebookLM helped broadcasters organize health information, prepare summaries and outlines, and develop supporting materials before programs were produced. The production process itself remained dependent on broadcasters and other human actors. Health professionals and public institutions contributed expertise, while broadcasters assessed information, adapted it to the communication context, and made decisions about the content presented to audiences. AI was therefore used as a practical resource within an existing broadcasting workflow rather than as an independent producer of health messages. The case also shows how AI use is developing alongside the expansion of radio content into podcasts and other digital platforms. For local public health broadcasting, the experience of RKS suggests that the usefulness of AI depends on how it is incorporated into existing professional practices and how human judgment remains involved in the preparation and communication of health information.
